Requesting but not enforcing the FORS Standard will allow you time to phase in the change. Phase in the requirements of the FORS Standard on a voluntary basis by simply asking your suppliers through contracts and developers through planning to comply in the first instance.
Including FORS as a contractual or procurement requirement will ensure your suppliers are aware of the FORS requirements as soon as they are contracted and should ensure they stay compliant. We’ve created everything you need to get started here.
If you’re curious about the FORS difference, target a certain percentage of your operators – perhaps those contracts above a certain value, or involving vehicles over a certain size. Example clauses are designed to assist procurement professionals in requiring Work Related Road Risk (WRRR) management in contracts to help minimise road danger resulting from vehicles operating in the supply chain.The particular circumstances of the contract will determine the level of road risk to be managed but it is advised that a progressive and helpful approach is taken to ensure full adoption and compliance with the requirement.
Road risk management requirementa. [Organisation] is committed to reducing the risks contractors present within its supply chain. In particular, upholding the safety of the most vulnerable road users such as pedestrians and cyclists.b. Where goods vehicles are used to provide the services, the Contractor shall accredit to the Fleet Operator Recognition Scheme (FORS) Standard. FORS is a tiered accreditation scheme and the [Bronze, Silver, Gold] level, by way of an annual independent audit, is recognised as an effective road risk management system.c. The Contractor shall demonstrate how FORS accreditation will be implemented, communicated and maintained throughout the life of the Contract.d. The Contractor shall ensure that any sub-contractor using goods vehicles to provide the services shall comply with this clause as if those sub-contractors were a party to this Contract.
